چکیده
|
پایان جنگ سرد موجب همکاری‌های جدید بین کشورها شد. یکی از انواع همکاری، رژیم‌های بین‌المللی می‌باشد. وجود قدرت‌های نوظهور در منطقه مانند چین و هند و کشورهای افغانستان و ایران با یک گذشته تاریخی مشترک و ارزش‌های فرهنگی و پیوستگی اقتصادی، زمینه مناسب برای تشکیل یک رژیم بین‌المللی در منطقه را ایجاد می‌کند. بندر استراتژیک چابهار می‌تواند در مرکز این رژیم قرار گیرد. در این راستا این پژوهش به دنبال پاسخ به این پرسش اساسی است که چابهار چه ظرفیت‌هایی برای تبدیل شدن به یک رژیم بین‌المللی دارد و عناصر مشترک برای همکاری در غرب آسیا چگونه تشکیل این رژیم را تسهیل می‌نماید؟ و فرضیه‌ای که در پاسخ به این پرسش مهم مطرح است مبتنی بر این واقعیت می‌باشد که چابهار به سبب موقعیت ژتواکونومیک و ژئواستراتژیک خود می‌تواند به یک رژیم بین‌المللی اقتصادی تبدیل شود و پیشینه روابط و ارزش‌های مشترک میان کشورهای منطقه، شکل‌گیری این رژیم را تسهیل می‌کند. این مقاله با روش تبیینی تحلیلی و با استفاده از منابع ثانویه شامل کتب، مقالات و سایت‌های اینترنتی انجام می‌شود.

Abstract
|
The end of the Cold War led to development of new cooperation among the states. International regimes are one of the types of cooperation. The presence of emerging powers in the region such as China and India as well as countries like Afghanistan and Iran with the common historical past, cultural values and economic cohesion, provide an appropriate ground for the development of an international regime in the region. The strategic port of Chabahar could be the hub of this regime. In this regard, this piece of research work is an attempt to address the main question as to what capacities does Chabahar have to become an international regime and how do the common elements of cooperation in West Asia facilitate the development of this regime? The hypothesis to answer the question is based on the fact that Chabahar due to its geoeconomic and geostrategic location could become an international economic regime and the historical relations as well as common values among the countries of the region facilitate the development of this regime. This research is done through explanatoryanalytical method by using secondary data including articles and books and internet sites.
