چکیده
|
برجام نقطه عطفی در دیپلماسی هسته‌ای جمهوری اسلامی ایران به شمار می‌آید چراکه نهادها و سازمان‌های عمده سیاستگذاری و اجرایی در شکل گیری آن نقش آفرینی کردند. یکی از این نهادهای تصمیم ساز و تاثیرگذار، مجلس شورای اسلامی بویژه مجالس دوره‌های نهم و دهم بود. بر این پایه، پژوهش پیش‌رو در پی پاسخ به این پرسش اصلی است که مجالس نهم و دهم چه نقش و جایگاهی در روند دیپلماسی هسته‌ای ایران بویژه در موافقت‌نامه برجام ایفا کرده اند؟ یافته های پژوهش بر پایه مدل های نظری تصمیم‌گیری در عرصه سیاست خارجی نشان می‌دهد که تصمیم‌گیری‌ها و مواضع مجلس در دیپلماسی هسته‌ای در راستای برونداد تصمیمات سایر نهادها و سازمان‌هایی مانند شورای عالی امنیت ملی، شورای نگهبان، نهاد قوه قضاییه و نهاد قوه مجریه بوده است به نحوی که می توان گفت بر پایه تلفیق دو الگوی «سازمانی» و «عقلانیت محدود»؛ مجلس، قانون الزام دولت به حفظ دستاوردهای هسته‌ای و حقوقی ملت ایران، طرح اقدام متناسب و متقابل دولت در اجرای برجام، تشکیل گروه ویژه برجام و ارائه گزارش‌های شش ماهه گروه امنیت ملی و سیاست خارجی و تصویب لوایح چهارگانه موسوم به fatf را به مرحله اجرا درآورد.

Ninth and Tenth Parliament of Iran and Nuclear Diplomacy; With Emphasizing on JCPOA

Abstract
|
JCPOA is a milestone in the nuclear diplomacy of the Islamic Republic of Iran, which has played a major role in policymaking and implementing institutions and organizations in shaping it. One of these decisionmaking bodies of the Islamic Consultative Assembly, especially the ninth and tenth assemblies. So, the main question to be asked is that what role the 9th and 10th parliaments have played in the process of Iran’s nuclear diplomacy, especially in the JCPOA agreement? The research findings based on theoretical models of decision making in the field of foreign policy show that the positions and decisions of the parliament in nuclear diplomacy are based on the outsourcing of decisions of other institutions and organizations such as the Supreme National Security Council, Guardian Council, The Judiciary has been the executive branch. Based on the &limited rationality& of the parliament, the law enforced the government’s obligation to maintain the nuclear and legal achievements of the Iranian people, the government’s plan of appropriate and mutually beneficial action, the establishment of a special commission for the presentation of the sixmonth reports of the National Security and Foreign Policy Commission and approval Four bills called the AFTF.
