چکیده
|
ترویج و گسترش خط مشی یکی از مهمترین چالش های نظام خط مشی گذاری در کشور است و هزینه های فراوانی را به متولیان این حوزه تحمیل کرده است. در یک بررسی تاریخی می توان دریافت که وقف به عنوان یکی از سنت های مورد تایید شارع مقدس، از ظرفیت ها و قابلیت های بالایی برای نهادینه سازی، حفظ و گسترش نیت واقفان دارد که می تواند به مثابه یک چرخه خط مشی گذاری در نظر گرفته شود. در این تحقیق علاوه بر بررسی تحلیلی تاریخی وقف و نقش آن در شکل گیری تمدن دوران صفویه، با بیش از 15 نفر از خبرگان وقف مصاحبه گردید و با استفاده از روش تحلیل مضمون مدل اشاعه در وقف احصاء گردید. در مدل نهایی مولفه های اشاعه در وقف شکل گیری تصمیمات (وقف کردن) بر اساس نیاز عمومی پایدار، فرد خط مشی گذار، مدیریت امینانه، حمایت شبکه ای و عینیت داشتن در کنار قابلیت اعتماد پذیری و بروزشوندگی معرفی شدند.

Abstract
|
Promoting policy is one of the most important challenges for the country's policymaking system and has imposed huge costs on the authorities. A historical study can conclude that waqf, as one of the traditions endorsed by the Holy Qur'an, has high capacities and capabilities to institutionalize, maintain and expand selfregulation based selfknowledge that can be considered a successful model of the policy cycle. In this research, in addition to the historicalanalytical study of waqf and its role in the formation of Islamic civilization, it was recognized based on interviews with experts using the content analysis method of model promotion and policy dissemination in waqf. In the final model, the components of diffusion in endowment formulation (endowment) are introduced based on four components of sustainable public need, individualtransition policy, trust management, network support, and objectivity along with reliability and visibility.
